MEPF Design

Service website

Moses Engineering provides Mechanical, Electrical, Plumbing, and Fire Protection design and consulting services. All projects receive Principal-level attention and are QC'd internally to ensure delivery on time, within budget, and to scope.

  • Sustainable Design

Sustainable design centered on energy use reduction. Moses Engineering has assisted institutional clients in qualifying for millions of dollars in federal funding for energy-saving projects and provides design for solar energy production, cogeneration utility production, combined cooling and heating energy plants, linear generators, microgrid systems, and battery storage. Supports accreditation under LEED, Green Globes, and WELL standards.

  • Healthcare, Higher Education & Government

MEPF solutions for healthcare, higher education, and government institutions across the country, covering housing, classroom buildings, libraries, laboratories (general through specialty cleanrooms, laser rooms, and cryogenic spaces), utility plants, and site civil utility infrastructure. Moses Engineering maintains relationships with governing authorities to support faster project responses.

  • Utility Infrastructure

Design services covering chilled water, steam and condensate, heating hot water systems, electrical medium voltage substations and distribution, and large generator systems. Services include Comprehensive Distribution Piping Hydraulic Analysis, Distribution Condition Assessment, Electrical Analysis, and Master Planning. The engineering team's combined Professional Engineer experience exceeds 90 years.

  • Renovation Design

Ongoing support and renewal of existing spaces through renovation, with extensive experience in every mechanical, plumbing, and electrical system. Additional consulting services include construction cost estimation, return on investment calculations, life cycle cost analysis, and master planning.

  • Rapid Response

Emergency engineering response for utility pipeline failures, emergency power failures, transformer explosions, chiller fires, and other critical incidents. Moses Engineering has hardened healthcare systems against emergencies including the COVID-19 pandemic; many emergency response designs are completed within 48 hours and installed within two weeks.

  • Commissioning

Commissioning of complex mechanical and electrical systems for more than 20 years, including LEED-certified projects, major healthcare and bio research facilities, pharmaceutical facilities, state government facilities, and higher education institutes. Covers building automation systems, HVAC, electrical distribution, and central energy plants.

Specialty Engineering

Service website

Advanced consulting and analysis services beyond standard MEPF design, ranging from forensic investigations to biocontainment certification and arc flash analysis.

  • Forensic Engineering Analysis

On-site investigation and analysis of building system issues including piping system integrity, pressurization problems, and sick building syndrome. Moses Engineering documents findings for facilities that lack record documentation.

  • Life Cycle Cost Analysis (LCCA) & System Analysis

LCCA-driven design processes including Florida's FLCCA as required of state agencies. The team compares system options and capital allocation over 15-, 25-, or 50-year life cycles for both public and private clients.

  • Master Planning

Campus development master planning including building usage planning, programmatic narratives, fiscal year budget requests, and energy usage estimates. Frequently paired with LCCA and cost estimating services.

  • Biocontainment

Consulting and recertification services for BSL-2, BSL-3, and ABSL-3 facility types under the ANS/ASSE Z9.14 standard. Services include infrastructure testing, engineering controls verification, and compliance with CDC/NIH/USDA/WHO guidelines. Moses Engineering has designed, commissioned, and recertified containment labs for more than 10 years.

  • Energy Audits

Energy audits as a core service since Moses Engineering's founding in 1980 as an Engineering Services Group conducting audits required by the US Department of Energy. Used to prioritize projects for funding and maintain facilities sustainably.

  • Computational Fluid Dynamics (CFD)

CFD airflow analysis for laboratories, cleanrooms, and operating rooms where design requirements exceed building code guidance. Zachary Frasier PE serves as the in-house CFD specialist.

  • Arc Flash Analysis

Arc flash analysis integrated directly into utility infrastructure design, covering personal protection and floor plan layout. Offered as a standalone service for existing electrical systems to meet OSHA safety guidelines and National Electric Safety Code requirements.
