Horner & Canter Associates (HCA) is a traffic engineering and transportation planning firm founded in 1984, serving clients in New Jersey, Pennsylvania, and other states along the East Coast. HCA's licensed professional engineers have experience in virtually every facet of traffic and transportation, including air quality assessment. The firm manages projects of all sizes for both public and private clients under a small-firm philosophy that places each project under the direct supervision of a principal engineer. HCA maintains state-of-the-art technology including a networked CAD design department, traffic count program, and current traffic engineering analysis software.
