HTEC provides end-to-end subdivision design from site selection and feasibility studies through preliminary concepts, rezoning, construction documents, permitting, bidding, and construction management, for projects ranging from standard 60-lot subdivisions to 900-lot master planned communities.
HTEC designs commercial sites of all scales, from fast food restaurants to mega-shopping centers, including new construction and renovations for hospitals, pharmacies, apartment complexes, retail shops, and condominiums.
HTEC designs retention ponds to manage stormwater flow and protect downstream neighbors when sites are developed, obtaining drainage study approval from the local governing authority.
HTEC guides projects through multi-agency permit processes, including Parish Planning and Zoning, the Department of Health and Hospitals, the Department of Transportation and Development, the Army Corps of Engineers, and the Department of Environmental Quality.
HTEC uncovers site constraints such as floodplains, wetlands, pipelines, servitudes, restrictions, and endangered species, and advises on utility costs, drainage feasibility, and lift station requirements before development commitments are made.
HTEC studies candidate parcels and advises on the advantages and disadvantages of each prospective site, analyzing multiple locations against time and budget constraints and coordinating with local governmental agencies to identify required offsite improvements.
HTEC partners with environmental firms to provide wetlands delineations and permitting, threatened and endangered species review, cultural impact assessment, and mitigation strategies to reduce mitigation requirements.
HTEC prepares Louisiana Pollutant Discharge Elimination System (LPDES) permits, known as SWPPPs, required for construction projects over one acre, and provides monitoring and inspection services for the life of the construction project.
HTEC provides topographic surveys covering visible improvements, topographic contours, property lines, right-of-ways, pipelines, and utilities, using GPS and robotic total stations with electronic data collectors.
HTEC provides finished floor elevation certificates for flood insurance rate determination and assists property owners in obtaining Letters of Map Amendment (LOMA) when structures have been incorrectly mapped in a flood zone.
HTEC stakes property corners, building corners, offsets, parking, sewer, water, drainage, curbs, and roads to ensure infrastructure is constructed in the correct location per design.
HTEC proposes cost-effective grading plans that balance earthwork on site to minimize dirt import or export, and performs borrow pit calculations to verify quantity takeoffs when fill must be brought in.
